Peter Fedorov, an associate professor at Russia’s National Research University of Electronic Technology (MIET), has shared that the country loses roughly 10 billion rubles, around $120 million, each year in tax revenue due to illegal crypto mining.

Key points:

  • Russia reportedly loses about $120 million annually in tax revenue due to illegal crypto mining, according to MIET associate professor Peter Fedorov.
  • Authorities discovered over 7,600 illegal mining sites in the Irkutsk region, with operations causing power grid strain and local blackouts.
  • Recent crackdowns have targeted individuals exploiting state resources, including a power company executive accused of stealing electricity to mine Bitcoin.

According to local reports, Fedorov explained that the exact scale of losses is hard to determine, as funds bypassing the national budget through unregistered crypto mining are not officially tracked. His estimates were based on analyses of publicly available data and resource usage levels.

Fedorov noted a recent case in the Irkutsk region, where authorities uncovered 7,600 sites involved in illegal crypto mining over the past year. He noted that such operations not only reduce state tax revenues but also strain local power grids, leading to occasional outages in residential areas.

“First of all, those areas where electricity supply is strictly limited suffer the most, and when consumption exceeds capacity, outages occur due to overload,” Fedorov said in a translated report.

Illegal crypto mining has emerged as a growing concern in Russia, with authorities intensifying efforts in recent months to dismantle unlicensed mining operations across the country.

In June, Russian authorities intensified their efforts to combat illegal cryptocurrency mining, focusing on individuals accused of misusing state resources for profit. In one instance, a power company executive was found operating an unauthorized Bitcoin mining scheme using stolen electricity, resulting in the seizure of over $88,000 worth of BTC.

Investigators alleged that the former executive leveraged his expertise in the power grid to illegally reroute electricity for personal use, operating cryptocurrency mining equipment from his residence. Authorities report that he connected to the network without authorization to sustain the high energy demands of the mining operation.

Furthermore, investigators revealed that the former executive had illicitly connected his home to the company’s power infrastructure, siphoning electricity directly from DRSC facilities. The unauthorized consumption was estimated at over 3.5 million rubles, equivalent to roughly $44,000 worth of stolen power.

The rise in illegal crypto mining has prompted calls for tighter regulation and enhanced monitoring of energy usage across Russia’s regions. As the government works to balance innovation with enforcement, experts warn that unchecked crypto operations could further strain the nation’s power infrastructure and undermine legitimate blockchain development efforts.

Anton Kobyakov, an adviser to Russian President Vladimir Putin, has accused the U.S. government of using cryptocurrency and gold to strategically devalue its federal debt amid declining confidence in the dollar.

Key points:

  • Anton Kobyakov claims the U.S. is using stablecoins and gold to devalue its $35 trillion debt, moving portions of it into the “crypto cloud.”
  • Strategies under discussion include Senator Cynthia Lummis’ Bitcoin Act and stablecoin regulation, aimed at managing debt while maintaining the dollar’s global dominance.
  • Russia is developing a ruble-backed stablecoin to reduce reliance on U.S. dollar stablecoins, highlighting how governments are leveraging crypto in national economic strategies.

“The U.S. is now trying to rewrite the rules of the gold and cryptocurrency markets. Remember the size of their debt—35 trillion dollars. These two sectors are essentially alternatives to the traditional global currency system,” Kobyakov stated during a press briefing at the Eastern Economic Forum.

Kobyakov compared the U.S. financial situation to the 1930s and 1970s, claiming that “the U.S. plans to solve its financial problems at the world’s expense.” He added that the government is now attempting this by moving everyone into the “crypto cloud,” suggesting that placing portions of federal debt into stablecoins would allow Washington to devalue it over time.

“Put simply: they have a $35 trillion currency debt, they’ll move it into the crypto cloud, devalue it — and start from scratch. That’s the reality for those who are so enthusiastic about crypto,” Kobyakov stated.

Amid growing debates over digital assets and federal debt, one strategy gaining attention involves using cryptocurrency as a financial tool. Senator Cynthia Lummis’ Bitcoin Act proposes that the government acquire 1 million Bitcoin over five years and hold it for two decades, unless the tokens are used to reduce federal debt.

U.S. officials stress, however, that the main goal of stablecoins is to strengthen the U.S. dollar’s status as the world’s dominant currency. In July, President Donald Trump advanced U.S. crypto policy regarding stablecoins by signing the GENIUS Act into law, marking a notable step in digital asset regulation.

Russia, on the other hand, is developing a ruble-backed stablecoin aimed at reducing dependence on the U.S. dollar stablecoin Tether, following the blocking of wallets tied to an EU-sanctioned Russian crypto exchange.

The debate over stablecoins, gold, and Bitcoin emphasizes how governments are increasingly exploring digital assets to manage federal debt, maintain currency dominance, and influence global financial systems, signaling a new era where crypto is entwined with national economic strategy.

Governments are tightening their grip on seized crypto, with Russia preparing to offload confiscated Bitcoin while the U.S. moves to audit its massive digital asset stockpile. The fate of billions in crypto now hangs in the balance, sparking market jitters and policy shifts worldwide.

Russia Moves to Liquidate Seized Crypto Assets

Russia’s Federal Bailiff Service is working on procedures to convert seized Bitcoin into state revenue, following a high-profile criminal case. Dmitry Aristov, head of the service, called Bitcoin “a problematic asset” at a recent government meeting, noting the challenge in liquidating it.

“Now we are working with the relevant authorities to develop a methodology for implementing this type of financial instrument,” Aristov said.

The push stems from the forfeiture of Bitcoin worth over 1 billion rubles linked to Marat Tambiev, a former investigator convicted of taking bribes from hackers. The court ordered the Bitcoin, allegedly acquired with unconfirmed income, turned over to the state.

Navigating Russia’s Crypto Legal Landscape

However, Aristov admitted a clear process for selling the seized Bitcoin is still lacking. He emphasized the need for new legislation to govern cryptocurrency circulation in Russia.

Separately, a bill to legally recognize crypto as property, simplifying seizures, has reportedly been sent to the Russian government. These deliberations in Moscow underscore the practical difficulties governments face when dealing with forfeited digital assets and the evolving legal status of crypto.

U.S. Government Audits Its Crypto Holdings

Meanwhile, the United States government is taking stock of its own holdings. A comprehensive audit of federally held Bitcoin is expected to conclude this Saturday, marking the first full accounting across agencies.

The audit follows earlier directives related to establishing a Strategic Bitcoin Reserve. This reserve was envisioned as a long-term holding, not intended for active selling, differentiating the U.S. approach to its crypto assets from Russia’s immediate liquidation plans.

The U.S. government’s current Bitcoin holdings are substantial, estimated at around 198,000 BTC, worth roughly $16 billion, according to data from Arkham Intelligence. While the government previously sold some seized crypto, it retains a significant amount acquired through forfeitures over the years.

The audit results could offer market insights, suggested David Bailey, CEO of BTC Inc. “Depending on what we learn, [it] might answer many of the open questions about the recent price action,” Bailey said.

The parallel actions in Russia and the U.S. show governments worldwide increasingly engaging with cryptocurrency, both as seized assets and potentially strategic reserves. Their decisions carry weight in the evolving digital economy.

The tranquil beaches of Varkala, a coastal haven in Kerala, India, typically offer a sanctuary from the world’s troubles. However, for Aleksej Besciokov, co-founder of the controversial Russian cryptocurrency exchange Garantex, a family holiday abruptly transformed into a legal battle on Tuesday. At 4 p.m. local time, under the shade of swaying palms, Kerala State police arrested the 46-year-old Lithuanian national, citing India’s extradition laws.

Besciokov’s arrest is the latest development in a rapidly escalating international crackdown on Garantex. The U.S. Department of Justice (DOJ), in a press release last Thursday, unsealed an indictment against Besciokov and his co-founder, Aleksandr Mira Serda (formerly Aleksandr Ntifo-Siaw), a 40-year-old Russian national residing in the United Arab Emirates. The charges are severe: money laundering conspiracy, and for Besciokov, additional counts of conspiracy to violate sanctions and operate an unlicensed money transmitting business.

From Sun-Kissed Shores to Courtroom Showdown: The Path to Extradition

What was meant to be a relaxing break quickly devolved. Besciokov was brought before a local Varkala district court and now faces a Monday appearance at the Patiala Court in New Delhi, where the full force of the U.S. charges will be presented.

The U.S. government, in a statement Wednesday, confirmed that the arrest was made at their request, asserting that Besciokov was allegedly planning to escape India. U.S. Justice Department spokesperson Nicole Oxman confirmed the arrest but refrained from further comment.

A Web of Deceit: Allegations and Evasive Maneuvers Surrounding Garantex

The DOJ indictment paints a damning picture of Garantex’s operations under Besciokov and Mira Serda’s control. According to court documents, between 2019 and 2025, the pair allegedly orchestrated a scheme to launder hundreds of millions in criminal proceeds, facilitating activities ranging from hacking and ransomware to terrorism and drug trafficking, often impacting U.S. victims.

The indictment further alleges that Besciokov, as Garantex’s primary technical administrator, personally reviewed and approved transactions, while Mira Serda, as co-founder and chief commercial officer, played a key role in the operation. The DOJ claims the duo knowingly concealed their facilitation of illegal activities, even providing incomplete and false information to Russian law enforcement when questioned about an account linked to Mira Serda.

Despite being sanctioned by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) on April 5, 2022, for its role in money laundering, Garantex allegedly continued to transact with U.S.-based entities. The DOJ claims Besciokov and his co-conspirators actively redesigned Garantex’s operations to evade sanctions, including moving cryptocurrency wallets daily to obfuscate transactions from U.S. exchanges. The exchange also failed to register with the Financial Crimes Enforcement Network (FinCEN), a requirement for money transmitting businesses operating in the U.S.

Global Cooperation, Seized Assets, and a Damning Report: The Garantex Crackdown

The crackdown on Garantex is a multi-pronged, international effort. Last Thursday, U.S. law enforcement, led by the U.S. Secret Service (USSS), seized three website domains associated with Garantex: Garantex.org, Garantex.io, and Garantex.academy. Simultaneously, German and Finnish law enforcement seized servers hosting Garantex’s operations. U.S. authorities have also obtained copies of Garantex’s servers, including customer and accounting databases, and frozen over $26 million in funds linked to the alleged money laundering activities.

A recent report by blockchain analysis firm Chainalysis further exposes Garantex’s alleged connections to a network of illicit actors, including:

  • Lazarus Group: A North Korean state-sponsored hacking group.
  • SouthFront: A pro-Russian disinformation outlet.
  • OMG!OMG! Market, Mega Darknet Market, and Solaris Market: Darknet marketplaces (DNMs) facilitating illicit transactions.
  • Ekaterina Valeryevna Zhdanova: A Russian national sanctioned for large-scale crypto money laundering.

As well as: CSAM, scams, stolen funds, and many more.

Garantex on-chain connections with a wide assortment of illicit entities.

The Fallout and Uncertain Future for Garantex and Aleksej Besciokov

Garantex, now reeling from the coordinated actions, has suspended operations and is attempting to reassure users. The company pledged to compensate users for blocked assets using its existing resources within Russia, comparing the process to a “financial institution rehabilitation procedure.” After this compensation, Garantex said, all of its “activities will cease… with the exception of the compliance department.”

Russia is seemingly weaponizing Bitcoin. Russian companies, in a move aimed at dodging the tightening grip of Western sanctions, are now using cryptocurrency for international trade. Finance Minister Anton Siluanov confirmed the strategy in a recent television interview, signaling a major escalation in the global financial power struggle.

Sanctions Bite, Russia Turns to Crypto

Western sanctions have dealt a blow to Russia’s economy. Even transactions with friendly nations like China and Turkey have become a headache.

Banks, wary of running afoul of Western regulators, are increasingly hesitant to process Russia-related transactions, even those not involving US dollars. Siluanov stated that Bitcoin use in international trade is expected to rise in the coming year.

Russia New Law: Crypto Miners Get Green Light for Trade

The Kremlin’s response? A new “experimental legal framework” for cryptocurrency miners. This framework does more than just regulate mining.

It gives approved entities the green light to use crypto for international trade. This could also be a boon to Russian energy companies, which will be able to sell excess power to the country’s growing number of Bitcoin miners.

President Vladimir Putin has been increasingly vocal in his criticism of the U.S. “weaponizing” the dollar. He recently touted Bitcoin as an alternative, highlighting its decentralized nature that puts it beyond the control of any single government.

Bitcoin’s Role in Global Trade: A New Battleground

Russia’s embrace of Bitcoin for trade is a potential game-changer. But it’s not without its hurdles.

“As part of the experimental regime, it is possible to use bitcoins, which we had mined here in Russia (in foreign trade transactions),” Siluanov told Russia 24 television channel. “Such transactions are already occurring. We believe they should be expanded and developed further. I am confident this will happen next year.”

The move has sparked debate within the crypto community. Some, like crypto maximalist @CryptoCorvus1, view it as a double standard.

“@CryptoCorvus1” tweeted, “Energy crisis or power play? ⚡ Russia bans crypto mining but uses Bitcoin to dodge sanctions. Crypto freedom is at stake as governments aim to control the narrative. Stay informed, stay free. 💪 Watch now to see the bigger picture! 👀” This perspective highlights concerns about government control over cryptocurrencies and the potential for selective application of crypto policies.

Other influencers, like @3orovik, take a more positive view, with @3orovik simply stating, “Russia is bullish on crypto!” This range of reactions underscores the complex and often contradictory relationship between governments and cryptocurrencies.

What This Means

Russia’s adoption of Bitcoin for international trade has significant implications for investors. Geopolitical risk just became crypto-charged, adding a new dimension to the Russia-Ukraine conflict as Bitcoin becomes a tool in economic warfare.

This also marks another shift in Bitcoin’s narrative, evolving from digital gold to a sanctions-busting tool, which will likely intensify regulatory scrutiny of crypto’s role in cross-border payments. Moreover, Russia’s move could accelerate the search for alternatives to U.S. dollar dominance in international trade, potentially creating a foreign policy challenge for a potential Trump presidency, given the U.S. president’s dual advocacy for the dollar and interest in cryptocurrencies.

Russia’s Bitcoin gambit is a major development. It’s a direct challenge to the existing global financial order.

Google is facing an unprecedented fine from Russia totaling approximately 2 undecillion rubles, equivalent to $2.5 decillion. This follows years of accumulated penalties tied to restrictions on Russian pro-Kremlin media.

The penalty arose from legal actions taken by Russian state-affiliated media outlets Tsargrad and RIA FAN, which sued Google after blocking their YouTube channels.

The fine reportedly started with daily penalties of 100,000 rubles in 2020 and has compounded weekly, according to an anonymous source cited by Russia’s RBC news website. Citing an unnamed source familiar with the court rulings, this accumulation allegedly stemmed from Google’s continued blocking of state-run and pro-Kremlin media channels.

The blocked accounts included 17 Russian media outlets and television channels, including Channel One and the military-affiliated Zvezda broadcaster. YouTube’s content restrictions on these are believed to be linked to their support of Russia’s actions in Ukraine, which led Russian authorities to respond with financial penalties.

Google Russia Subsidiary Declares Bankruptcy

Following intensifying sanctions and the subsequent freezing of its Russian bank accounts, Google’s Russian subsidiary filed for bankruptcy in 2022. Although Russia imposed substantial fines, it has not blocked access to YouTube, which remains one of the country’s most popular online platforms.

Google confirmed the ongoing legal challenges in Russia in its latest quarterly report, noting that “civil judgments that include compounding penalties have been imposed upon us in connection with disputes regarding the termination of accounts, including those of sanctioned parties.”

According to Google’s parent company Alphabet Inc., revenues in 2023 exceeded $307 billion for 2023. However, it said that it does not anticipate the Russian fines to impact its financial position substantially. Alphabet’s stability appears to be largely unaffected, as evidenced by the 5% rise in after-market trading values shortly after its third-quarter earnings report.

Google ceased ad operations in Russia in March 2022 in compliance with international sanctions. Over the past months, the company also stopped creating new accounts for Russian users and disabled AdSense accounts within the country. As of the latest update, although authorities imposed repeated fines, there is no full ban on the company’s services.

Russian President Vladimir Putin has enacted a law transferring Russia crypto mining oversight from the Ministry of Digital Development to the Federal Tax Service (FTS). This move is expected to expand government access to digital currency transactions and introduce new regional restrictions on cryptocurrency activities.

This new law delegates control over the national registry of digital currency miners to the Federal Tax Service (FTS). It reassigns this critical administrative task and strengthens the FTS’ ability to monitor digital currency transactions and the broader cryptocurrency economy in the country.

With this new authority, the FTS gains access to essential identifiers for all digital currency sale orders, including unique transaction identifiers and addresses. This will provide tax authorities with comprehensive information about digital currency flows within the country and equip them with tools to better enforce tax regulations on crypto transactions. This shift aligns with the broader efforts of Russian regulatory bodies to bring clarity and control to the digital currency market.

The new Russia crypto mining law also grants additional access to transaction data to a wide range of government entities, including Rosfinmonitoring, the FSB, and various investigative agencies. These, along with the prosecutor’s office and other law enforcement bodies, will now be able to request and receive detailed transaction information.

New Russia Crypto Mining Regulations Address Energy Concerns, Introduce Regional Bans

In addition to the transfer of registry management, the law imposes new restrictions on where cryptocurrency mining can occur. Certain regions will now face outright bans on digital currency mining, likely as a measure to address concerns over energy consumption and grid stability. Mining has previously led to power shortages in some areas, prompting authorities to consider localized restrictions.

The move toward a more formalized structure for cryptocurrency mining follows Russia’s earlier announcement in August 8 to legalize cryptocurrency mining for certain groups starting November. This allows Russian entities and registered individual entrepreneurs to engage in crypto mining as long as they are registered with the Ministry of Digital Development. Individuals not registered as entrepreneurs may also mine cryptocurrency but will be subject to strict government-set energy consumption limits, ensuring that private mining operations do not destabilize regional energy supplies.

Oleg Ogienko, Deputy General Director for Communications at BitRiver, a prominent Russian cryptocurrency mining company, previously expressed support for these changes. He said that formal regulation of mining will contribute to IT sector growth and job creation.

Rosfinmonitoring in Russia recently launched an initiative to enhance financial intelligence. All trading platforms must register or obtain a license, collect client information, and store transaction data for at least five years. The initiative also requires them to share this information with government agencies.

The introduction of “route rules” is also proposed to trace each transaction’s sender and recipient details.

Lawyers have weighed in on the potential impact of these regulations on the Russian market segment. Moscow-based Dmitry Kirillov notes that this step is part of a global trend toward strengthening control over cryptocurrency transactions. This is in alignment with FATF (Financial Action Task Force on Money Laundering) recommendations to combat money laundering and terrorist financing.

Yuri Brisov from Digital & Analogue Partners highlighted the compliance with FATF Recommendations 15 and 16 in these regulations. However, he also cautioned that excessive regulation could lead to market segmentation into legal and illegal sectors. Such scenarios are seen in countries like Georgia.

Kristina Mkrtchyan from the EBR law firm emphasized the need to balance security requirements with user data protection. Additionally, she noted potential barriers to entry and increased transaction costs due to additional technical requirements and compliance measures.

Ensuring Crypto Security in Russia: Challenges and Prospects for Regulatory Implementation

Dmitry Kirillov also stressed the importance of ensuring the safety of Russian crypto wallet addresses’ information to prevent sanctions-related risks. Yuri Brisov also expressed concern about the technical feasibility of implementing “route rules” effectively.

Successful implementation, according to Yuri Brisov, will depend on the specifics of laws and regulations as well as their practical enforcement. The legalization and whitewashing of the cryptocurrency market in Russia could attract institutional investors if executed correctly, as per the lawyers. However, the timeline for these changes remains uncertain, with no bills currently under discussion specifically for new types of crypto exchange licenses.

The upcoming session of the State Duma might be too rushed to pass such a law effectively, according to Mikhail Uspensky from Parallax consulting agency.

As per a Chainalysis report, Russia consistently ranks among the top countries in its annual Global Crypto Adoption Index. This aligns with the broader trend that blanket bans on cryptocurrency tend to be ineffective, as they do little to reduce usage and instead drive it into informal or less regulated channels.

These days users can transfer funds from accounts at sanctioned Russian banks, such as Sberbank, without undergoing any KYC procedures, and receive cryptocurrency in return. This allows them to bypass fiat currency restrictions imposed on sanctioned Russian banks, effectively evading the bans and continuing to access financial services through crypto.

Russian President Vladimir Putin announced during the BRICS Business Forum in Moscow that the bloc will continue discussing the use of digital currencies in investment developments.

Putin noted that Russia and other BRICS members have already been working on a SWIFT-like financial messaging system and the use of national digital currencies in financing high-growth investment projects.

He highlighted that the BRICS bloc is preparing to launch the BRICS Pay platform, a blockchain-based payment system aimed at facilitating cross-border transactions within the alliance. Putin also welcomed the inclusion of Egypt, Ethiopia, Iran, and the UAE into the bloc, highlighting that over 30 countries have expressed interest in cooperating.

As part of Russia’s contributions to BRICS, Putin further outlined new financial initiatives, including a joint cross-border payments system and a reinsurance company. He even called on the New Development Bank, BRICS’ multilateral development institution, to invest in technology, infrastructure, e-commerce, and artificial intelligence across the Global South.

BRICS Aims to Transform Global Trade

A geopolitical economy report earlier revealed that the BRICS organization, which focuses on the Global South, has plans for international monetary and financial systems, aiming to challenge the dominance of the US dollar. In its role as BRICS chair for 2024, Russia already proposed the BRICS Cross-Border Payment Initiative (BCBPI), enabling member countries to conduct trade using their national currencies.

As per the report, this “multi-currency system” will feature new tools to reduce reliance on the dollar and promote investment within BRICS nations and other emerging markets. Key initiatives include a BRICS Clear platform, a “new securities accounting and settlement system,” and financial instruments issued in national currencies.

The report added that BRICS planned to explore distributed ledger technology (DLT), such as blockchain, to promote the use of central bank digital currencies (CBDCs). This would allow nations to directly settle trade imbalances without relying on the SWIFT system or third-country correspondent banks, as explained previously.

The organization is also considering the creation of a BRICS Grain Exchange and a related pricing agency. This initiative would establish trading hubs for commodities like grain, oil, natural gas, and gold, which could also be used for settling trade imbalances, the report noted.

The BRICS report also included a list of countries whose reserves have been frozen by the West, including Russia, Venezuela, Iran, Syria, Libya, Afghanistan, and the DPRK (North Korea).

Russia, China, and North Korea are reportedly intensifying their cybercriminal recruitment activities to steal money, gather intelligence, and influence elections, according to a report released by Microsoft on Tuesday.

Microsoft’s Digital Defense Report highlights how nation-state actors are becoming more aggressive and sophisticated in their cyber attacks. Tom Burt, the corporate vice president of customer security, noted in the summary that hackers aren’t just stealing data; they are also launching ransomware attacks, sabotaging operations, and influencing public opinion.

The report highlights how authoritarian regimes are strategically harnessing the expertise of criminal hackers to bolster their own tech capabilities without incurring significant costs.

One notable example cited by by the Microsoft report involves an Iranian-linked criminal group that successfully breached an Israeli dating site, attempting to sell or ransom the personal data they acquired. This operation appears to serve a dual purpose: to embarrass Israeli citizens while simultaneously generating financial gain.

In another alarming incident, a Russian criminal network infiltrated over 50 electronic devices utilized by the Ukrainian military in June, likely seeking intelligence to bolster Russia’s ongoing invasion efforts.

“The pace of nation-state-sponsored cyberattacks has escalated to the point that there is now effectively constant combat in cyberspace, with little to no meaningful consequences for the attackers,” said the report.

It also details a growing trend of collaboration between governments and cybercriminals from countries like Russia, China, Iran, and North Korea. These nations are said to have used cybercriminal recruitment as a “force multiplier,” leveraging hackers’ expertise to enhance their own capabilities.

It also noted rapid shifts in tactics related to hybrid warfare and cyber-enabled financial fraud, highlighting ransomware attacks and even efforts to interfere in democratic elections worldwide. The report said that these operations are now more widespread and dangerous due to the availability of advanced tools like generative AI.

Nation-States Amplify Influence Campaigns and Cybercrime

Russia, Iran, and China have all been implicated in influence campaigns designed to sway public perception, create discord, and erode trust in democratic institutions, according to the report.

North Korea’s cyber activities, per the document, have long blurred the lines between cyber espionage and cybercrime, with North Korean hackers having stolen over $3 billion in cryptocurrency since 2017. These funds are believed to be funneled into the country’s weapons development programs.

It also talked about the most targeted sectors worldwide.

Cryptocurrency miners in Russia will soon face the same income tax regulations as other industries.

The proposed taxation system is structured to calculate tax liabilities based on when miners can dispose of their mined cryptocurrency.

According to Alexey Katyayev, head of the Interregional Inspectorate for the Largest Taxpayers No. 7 of the Federal Tax Service (FTS), the payment will occur in two stages. During the first stage, termed “payment of an advance on mined cryptocurrency,” the tax base begins once the cryptocurrency is credited to the miner’s identifier address. Katyayev said that miners can trigger tax calculations even if they keep the mined crypto in a pool without moving it.

Taxation begins in the second stage when the cryptocurrency either leaves the identifier address or when a miner sells it. If the value of the cryptocurrency has increased since the first payment, the miner must pay tax on the profit. Conversely, if the value decreases, miners can record this as a loss.

Katyayev emphasized that the Federal Tax Service recognizes the narrow tax base for mining operations. “If your company is engaged in the production of, say, cast iron frying pans and mining, losses from mining cannot be transferred to the production of frying pans, and losses from the production of frying pans cannot be transferred to losses from mining,” he said.

Russia’s New Tax Regulations for Crypto Mining

Cryptocurrency mining will not incur Value Added Tax (VAT) since mined cryptocurrencies are not used within Russia. Katyayev noted that this aligns with judicial practice, affirming that such activities should not incur additional taxation. Companies will follow a standard profit tax model, while individuals will be responsible for personal income tax.

As part of the regulatory framework, the Federal Tax Service will establish a comprehensive registry to monitor mining activities, including operators, miners, and the mined cryptocurrency. Katyayev stated that companies can submit relevant information through the tax service’s website, nalog.ru. Public information from the registries will also be accessible online.

The registry for mining infrastructure operators will include basic information such as company names, data center locations, electricity sources, and client details. The miners’ registry will contain disclosures about their operations, equipment, and compliance with legal import regulations. However, the third registry, detailing mined cryptocurrency and address identifiers, will remain confidential to protect sensitive information.

People expect the Federal Tax Service’s oversight of income, expenses, and tax payments to enhance transparency in the mining sector.

As per Kommersant, Russia is the second-largest producer of cryptocurrencies in the world. “Russia has risen to second place in the world in cryptocurrency mining. The US remains the leader, but uncertainty in cryptocurrency regulation there could trigger a new redistribution of the market.

However, Russia has not yet developed a legal framework for miners, experts emphasize. In addition, the risks of sanctions are growing both for Russian players and their counterparties abroad,” it said.

In a significant boost for the Russian Bitcoin mining hotspot of Buryatia, plans are underway for a major energy upgrade, with a revamped thermal power plant set to launch before the end of 2029.

This project promises to enhance the region’s energy capacity, according to an announcement by Russian news agency TASS. It aims to address the growing demands of the cryptocurrency industry while positioning Buryatia as a key player in the global Bitcoin mining landscape.

TGK-14 is undertaking the project in Buryatia’s capital city of Ulan-Ude, and it has the potential to alleviate energy deficits. It also aims to facilitate economic growth and improve the standard of living for local residents.

With a population of approximately 350,000 people, Ulan-Ude is a vital hub in eastern Russia. Aside from its significance as the capital of Buryatia, it serves as an important transportation center. It has connections to major cities such as Moscow and Beijing. The city’s energy sector plays a crucial role in ensuring reliable power supply for critical infrastructure. This includes heat production, industry, and commerce.

Deputy Chairman of the Government of Buryatia Yevgeny Lukovnikov stated that the current generation of energy does not fully meet their needs. He clarified that it wasn’t a complete deficit, but rather a limitation on the possible loads available at present.

He mentioned that the Ministry of Energy is developing a program to address this issue. It is also seeking input from the regions. Lukovnikov indicated that they had conveyed their stance. The Deputy Chairman emphasized that if mining activities would lead to high energy consumption and negatively impact the region’s quality of life, then such activities should be limited or, in some cases, shut down.

The Strain of Bitcoin Mining: Buryatia’s Energy Challenges and Future Prospects

Reportedly, a significant increase in cryptocurrency mining in the region caused this energy load. President Vladimir Putin remarked earlier this year that Buryatia and other regions have been impacted by the surge in Bitcoin mining.

Putin and other officials have asserted that miners are putting a strain on the local power grids. Buryatia currently relies on the Gusinoozerskaya TTP. It is a power plant built during the Soviet era and completed in the late 1970s.

This facility experienced damage in June 2022 due to a transformer failure. It resulted in a fire that left the region without power for several days. Despite these challenges, the local government in Buryatia is confident in the plant’s capabilities. It claims it will eventually be able to supply 300 megawatts of power to neighboring Mongolia.

A Russian court has sentenced a former chief investigator to 16 years in jail after authorities caught him accepting a massive $65 million Bitcoin bribe from hackers.

Marat Tambiyev, who was working for the Investigative Committee of Russia at the time, became the latest high-profile fallout in a corruption scandal. The investigation into Tambiyev reportedly began last year, and it was discovered that he had been accepting bribes from the Infraud Organization hacking group. The authorities believe this facilitated illegal activities for the hackers.

The scandal has cast a spotlight on the endemic corruption within Russia’s law enforcement agencies. These departments have struggled to combat organized crime and cybercrime while facing severe resource constraints. The investigation revealed that Tambiyev worked with his colleague Kristina Lyakhovenko, who has also been arrested.

The details of the bribe are staggering: Tambiyev fetched a sum equivalent to $65 million through anonymous Bitcoin transactions. The amount is one of the largest-ever bribes that a Russian official accepted. According to investigators, the hackers had planned to pay Tambiyev half of their illegal assets in exchange for him not confiscating them.

The investigation revealed that Tambiyev’s alleged corrupt activities stretches back several years. Authorities uncovered evidence of prior Bitcoin transactions made through anonymous online marketplaces. The suspects had also reportedly attempted to conceal their tracks by using cryptocurrencies and other forms of anonymous payment methods.

It remains unclear whether Tambiyev was acting alone or is part of a larger scheme within Russia’s law enforcement sector.

New Electricity Category to Support Crypto Mining Amidst Cybersecurity Threats

In other Russia-related news, The Shib Daily noted earlier that the Russian Ministry of Energy is pushing for the creation of a fourth reliability category for electricity consumers. This new category would help optimize electricity distribution during periods of low demand.

The proposal is particularly significant for the cryptocurrency industry, where consistent electricity supply is crucial for mining operations. Energy-intensive activities, such as Bitcoin mining, rely on continuous power to maintain efficiency.

A related coverage shared that Russian hackers are targeting sensitive information, including cryptocurrency wallet details, by creating fake AI websites. According to a report from cybersecurity firm Silent Push, the hacking group FIN7 is behind many of the attacks. They set up fraudulent sites that claim to offer AI-generated non-consensual nude images, but instead, these sites distribute malware to steal data.

The Russian Ministry of Energy is actively proposing the establishment of a fourth reliability category for electricity consumers.

The proposed category aims to optimize electricity distribution during periods of low demand. This move is relevant to the crypto industry because electricity is essential for cryptocurrency mining. Mining operations, especially those focused on energy-intensive processes like Bitcoin mining, require continuous power to function efficiently.

If miners fall into this new reliability category, they could face unexpected power cuts, disrupting mining operations, reducing the consistency of rewards, and potentially causing financial losses. Furthermore, unpredictable energy access could make Russian crypto mining less attractive for new or existing mining companies. Since blockchain networks depend on miners for security and transaction processing, changes like this in Russia’s energy policies could have wider implications for the global cryptocurrency ecosystem.

“We don’t always experience peak electricity consumption; there is free capacity when the grid is not heavily loaded,” confirmed Deputy Minister of Energy Yevgeny Grabchak in an interview with Russian media outlet Vedomosti.

“During these times, when there is no capacity deficit, we can allocate this capacity to certain consumers, provided they limit their usage or install automatic devices that allow for disconnection,” he explained.

Russian Crypto Mining Surges Ahead of the U.S., Says BitRiver CEO

The Russian crypto mining sector is now growing faster than that of the United States, according to Igor Runets, CEO of BitRiver, a leading industrial crypto mining company in Russia.

Runets, whose net worth is estimated at $230 million, credits his success to President Vladimir Putin’s supportive policies on crypto mining, marking a notable shift in the country’s approach to digital currencies. BitRiver primarily focuses on Bitcoin (BTC) mining and is experiencing rapid expansion, with plans to bring 1 megawatt (MW) of new crypto mining capacity online soon.

As the U.S. continues to grapple with regulatory uncertainty, Russia has taken steps to legalize cryptocurrencies and attract international investment. The Russian government has made it clear that it intends to embrace digital assets, citing their potential to boost economic growth and create new job opportunities.

Russian hackers are using fake AI websites to steal sensitive information, including cryptocurrency wallet details.

According to a report from cybersecurity firm Silent Push, the hacking group behind the attack, known as FIN7, created deceptive websites that promise AI-generated non-consensual nude images but instead distribute malware.

These fake AI websites lure users by offering seemingly legitimate services that allow individuals to upload images and generate deepfake content. However, when users attempt to download the promised images, they are directed to a Dropbox link that either fails to work or delivers malware to their devices. The malware deployed, identified as RedLine and Lumma Stealer, is designed to collect sensitive data, including login credentials and cryptocurrency wallet information.

Silent Push’s senior analyst, Zach Edwards, explained that this scheme primarily targets tech-savvy users who are interested in AI-based tools. The hackers behind FIN7 have employed effective search engine optimization (SEO) tactics to ensure that their fake websites rank highly on search results, making it easier for users to fall into the trap.

At least seven of these malicious websites have been identified by Silent Push, including “aiNude.ai,” “easynude.website,” and “nude-ai.pro.” Although these sites have been taken down, cybersecurity experts are advising users who visited them to assume that their devices have been compromised. The malware installed can silently extract sensitive information, particularly focusing on crypto wallets.

FIN7 has a long history of cybercrime and is linked to ransomware groups such as DarkSide and BlackMatter, which have been responsible for several high-profile attacks. These groups have been known to demand large ransoms, such as the $20 million demand from UnitedHealth in a previous attack.

The sophisticated phishing tactics employed by FIN7 involve creating websites that look professional and credible. Users are encouraged to upload images to generate deepfakes, but instead, they are met with malware that compromises their devices. The hackers’ ability to disguise these sites as legitimate platforms, combined with their SEO tactics, has made it difficult for users to recognize the threat until it is too late.

Russia is reportedly close to legalizing industrial crypto mining. According to a local media report, the State Duma passed the third reading of a draft law requiring crypto miners to comply with anti-money laundering (AML) regulations. The upper house of parliament will soon consider this law, which, if approved, will be signed by the President’s office.

The report said that the new law would oblige miners to report suspicious crypto transactions to Rosfinmonitoring, Russia’s anti-money laundering agency. This is seen as part of wider regulatory efforts to manage the country’s cryptocurrency sector, which focuses on digital currency mining.

Crypto Mining Law Could Be Effective by September

A separate bill that seeks to legalize crypto mining in Russia this year fully is also under discussion. The State Duma conducted the first reading of this bill on July 23, and reports indicate that it is expected to move forward quickly. This bill aims to provide a formal legal framework for digital currency mining in Russia.

Anton Gorelkin, one of the authors of the bill, has indicated that amendments for the bill’s second reading have already been prepared. Media reports suggest that it could be passed before the end of the Duma’s current session, scheduled to end on August 5. The bill could also include regulations for cryptocurrency exchanges and allow Russian companies to use crypto for cross-border trade.

President Putin Pushes for Crypto Regulation

Russian President Vladimir Putin called on lawmakers to speed up the regulation of the crypto mining industry after more than two years of discussions. The Central Bank previously proposed banning crypto mining, but the industry has seen substantial growth in Russia since.

“Uncontrolled growth in electricity consumption for cryptocurrency mining can lead to power shortages in certain regions. Cases of [shortages] have been reported in the Irkutsk Oblast, Buryatia, and the Transbaikal region,” Putin said.

The status of private crypto miners is still unclear. In addition, proposals have been put forward to ban non-industrial mining or to allow individuals to mine at home, provided their energy usage stays within specific limits. There are also suggestions that private miners could remain unregulated for the time being, with the issue addressed at a later date.

The new legislation would mean compliance with AML protocols and taxation on earnings for industrial miners. However, it could also provide them with official recognition as legitimate business entities. The Russian crypto mining industry has grown rapidly, and there has been increased demand from the sector for formal regulations. Lawmakers are also reportedly considering input from representatives of the mining industry as they prepare the final form of the bill.

The Russian government has revealed plans to build 15 data centers in the Komi Republic. This signals its latest move toward embracing cryptocurrency.

According to the announcement made by Russian media outlet TASS last Friday, the data centers will be built in the city of Mikun in the Ust-Vymsky District and in the village of Sindor in the Knyazhpogostsky District.

The Russian government will invest around 2.5 billion rubles for this initiative. According to Vladimir Uyba, head of the Komi Republic, lands have already been allocated for the construction of these facilities, according to the announcement.

In a statement shared via a Telegram message, Uyba emphasized the region’s commitment to advance its IT industry and digital technologies. “Currently, it is planned to build two data centers: in the city of Mikun, Ust-Vymsky District, and in the village of Sindor, Knyazhpogostsky District. The investment volume for these facilities will amount to 2.5 billion rubles. Land plots have already been allocated,” he shared.

Furthermore, he said the development in the Komi Republic will help generate tax revenues for the region.

Russia’s Changing Crypto Stance

The move comes as Russia’s approach to cryptocurrency evolves. Russian President Vladimir Putin signed a law in August legalizing cryptocurrency mining in Russia. The authorities signed the law as a means to counter Western-led sanctions.

Additionally, Russian lawmakers approved the use of cryptocurrencies for international trade.

However, despite these advancements, Russia remains undecided about the creation and adoption of cryptocurrency exchanges.

Anatoly Aksakov, the head of the State Duma Committee on Financial Markets, previously revealed that current regulations for exchanges are limited to Russia’s experimental legal regime for digital innovations in the financial market.

Historically, Russia has always adopted an anti-crypto stance. As recently as two years ago, TASS reported that the Central Bank of Russia rejected the use of private digital currencies for settlements. However, the Bank of Russia then approved the development of digital financial assets.

In a related move, the Russian government has explored allocating surplus electricity capacity to legal miners at regulated rates. It has also approved legislation that legalizes cryptocurrency mining and allows for the trial use of cryptocurrencies in cross-border payments.

While Russia is gradually taking steps toward becoming more open to cryptocurrency, the lack of definitive approvals to use it for domestic payments highlights an ongoing cautious approach.

With Russia grappling with economic pressures from Western sanctions, the nation has enacted laws that allow crypto mining. And as international payments using digital currencies.

Russia Turns to Cryptocurrency

According to Blockchain analytics firm Chainalysis these moves of Russia could help it circumvent sanctions. And, maintain foreign trade amid financial restrictions. President Vladimir Putin signed into law a recent legislation that allows Russian businesses to facilitate cross-border transactions using cryptocurrencies.

“The CBR is spearheading the initiative to integrate cryptocurrency into Russia’s financial system for cross-border payments, creating an experimental infrastructure that allows approved Russian businesses and entities to use digital currencies for international trade. It will also allow approved mining entities to use crypto to settle trades,”. The blockchain security firm said in its blog post, citing “official statements” as its sources.

Furthermore, Chainalysis shared that even though as of now Russia has prohibited using digital currencies for domestic payments. The nation has ranked highly in global crypto adoption. It also shared that platforms like Garantex, a major Russian crypto exchange, have upped their game in facilitating crypto transactions. Garantex has helped facilitate billions in transactions linked to sanctions-designated actors in Russia and Iran.

As of now, the Central Bank of Russia is also exploring crypto alternatives to the SWIFT financial messaging system.

RSPP President Pushes for Crypto in Foreign Trade

In a recent development Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs (RSPP) advocated using digital currencies in foreign trade. “It is important to ensure a real opportunity to use any reliable digital currencies and digital rights in foreign economic activity, including cryptocurrencies, stablecoins, operating on the basis of blockchain and cryptography,” Shokhin said in a recent statement.

“It is also necessary to continue active work on the implementation of settlements in foreign economic activity based on tools and mechanisms tied to goods that can perform the functions of measures of value,” the RSPP president further said in a statement to Russian media TASS.

Shokhin also opined that currently, Russia faces problems when receiving payments from non-residents. This is while making payments in favor of non-residents. “Companies are considering different scenarios for solving this problem – using intermediaries, offsetting counterclaims under export and import contracts,” Shokhin shared.

He stressed the importance of using reliable digital currencies and digital rights in foreign economic activity. He talked about cryptocurrencies, and stablecoins, operating on the basis of blockchain and cryptography. “It is also necessary to continue active work on the implementation of settlements in foreign economic activity based on tools and mechanisms tied to goods that can perform the functions of measures of value, means of exchange and storage of value metals, grain, energy, etc.”

Last week The Shib Daily reported that Russia is yet to decide on the creation of cryptocurrency exchanges. Experts in Russia noted that the nation is upping its guard to establish specific rules for crypto exchanges. People expected Russia to have already launched two new crypto exchanges.

The Russian Ministry of Energy is considering allocating surplus electricity capacity to legal miners at regulated rates. Energy Minister Sergei Tsivilev revealed this development on Wednesday.

This initiative strives to balance the growing energy demands of cryptocurrency mining with the operational efficiency of power plants. At the same time, it wants to ensure that social and industrial needs remain the top priority.

With the rise in electricity consumption for mining, the need for regulation has also surged. Tsivilev noted that the government is ready to give surplus energy to miners.

“The miner must be legal, he must pay taxes. Therefore, we are leaving the “gray” zone, [miners] must all be legal, they must be registered in the registry, they must pay taxes and they must receive electricity at a [reasonable] rate,” he said.

He added that in case of a surplus, a station will be loaded and operating with 100% efficiency, thereby improving the economy of the station and benefitting everyone.

The minister also clarified that mining is not a priority for Russia’s energy allocation, as this is reserved for socially significant infrastructure and industrial growth. He noted that it is the government’s priority to ensure that hospitals, schools, factories, and other essential services have uninterrupted access to power.

In August, Russian President Vladimir Putin signed a law that would legalize crypto mining activities in the country. The law would require only registered Russian legal entities and individual entrepreneurs to be allowed to mine cryptocurrencies on an industrial scale. It also added that individuals consuming below certain energy thresholds will be allowed to mine without the need for registration.

Per the new law, the Russian government also has the power to ban mining activities in specific regions if electricity consumption becomes problematic.

Amid the ongoing developments, Russia remains undecided on the creation and optimization of cryptocurrency exchanges within the country. In an earlier interview with TASS, Anatoly Aksakov, the head of the State Duma Committee on Financial Markets, shed light on some matters.

“Currently, the only regulation applicable to potential crypto exchanges in Russia can only be the experimental legal regime in the field of digital innovations in the financial market (EDI), the law on which was recently adopted,” Aksakov was quoted as saying.

Russia has passed two bills involving cryptocurrencies, with the first one hovering around legalizing crypto for international trade and the second one talking about legalizing crypto mining in Russia.

Russia has yet to decide on the creation and operation of cryptocurrency exchanges within the country. This is amid speculations of the government beginning trials for adopting cryptocurrency for international transactions.

Although the Ministry of Finance and the Central Bank of Russia are actively debating the issue, a consensus remains elusive. Local authorities reveal that the delay centers around the need to establish a robust legal framework that will ensure the protection of all market participants while facilitating the operation of these digital asset platforms.

In an interview with Russian news agency TASS, Anatoly Aksakov, the head of the State Duma Committee on Financial Markets, said that crypto exchanges do not operate under any clear and unified legal mechanisms.

“Currently, the only regulation applicable to potential crypto exchanges in Russia can only be the experimental legal regime in the field of digital innovations in the financial market (EDI), the law on which was recently adopted,” the report quoted Aksakov as saying.

The Ministry of Finance and the Central Bank are reportedly engaged in discussions about creating crypto exchanges in the Russian Federation, but they have yet to make a decision.

Aksakov identified the delay in developing an optimal legal framework in the operation of crypto exchanges as the main cause of the hold up. He added that launching a crypto exchange would facilitate legal mechanisms to help access a platform and control all associated processes.

He further shared that Russia is looking forward to establishing specific rules for crypto exchanges, adding that Russia was supposed to have two crypto exchanges.

“One of the platforms is proposed to be created in Moscow. However, it has not yet been decided whether it will be created on the basis of the Moscow Exchange or separately within the framework of the experimental legal regime. The second one — in St. Petersburg — is supposed to use the base of the St. Petersburg Currency Exchange (SPCE),” Aksakov reportedly said.

He also pointed out the possibility of a quasi-state exchange that will have the direct or indirect participation of the Central Bank and the Ministry of Finance.

Popular crypto trader Ash Crypto (@Ashcryptoreal)  praised Russia’s trial of cross-border payments, and showcased his excitement.

Russia already passed two bills involving cryptocurrencies. The first one centered around legalizing crypto for international trade, while the second one mentioned exploring the legalization of cryptocurrency mining in the country.
