Montenegro Prime Minister Milojko Spajić has been accused of manipulating the extradition process of Terraform Labs co-founder Do Kwon in connection with a 30-year airport concession deal involving South Korea.
Former Justice Minister Andrej Milović has claimed that Spajić changed his stance on the concession after Montenegro’s Court of Appeals ruled that Kwon should be extradited to South Korea.
Milović stated that Spajić had initially been preparing for months to grant the airport concession to France. However, following the court’s decision in favor of South Korea’s request for Do Kwon’s extradition, Spajić allegedly supported South Korea’s bid for the airport concession. According to Milović, Spajić’s shift in position raises questions about whether Kwon’s extradition was used as a bargaining chip in the deal.
“What is crucial in this case is the correlation between the Do Kwon case and the granting of the Montenegrin Airport concession to South Korea. Therefore, I ask Spajić, did he extort extradition in order to cover up the case, in exchange for the Montenegrin Airport concession?” said Milovic.
Milović also pointed to Spajić’s personal involvement in the Terra/Luna cryptocurrency project. Reports show that Spajić invested $75,000 in Terra/Luna tokens, linking him directly to Do Kwon’s failed venture. Milović suggested that Spajić might be trying to cover up his role in the case by facilitating Kwon’s extradition to South Korea.
Accusations of Concealing Ties with Do Kwon
Montenegro’s President Jakov Milatović and former Prime Minister Dritan Abazović have also raised concerns about Spajić’s connections to Do Kwon. Both officials accused Spajić of misleading the public by denying any relationship with Kwon. During a television interview, Milatović said that Spajić had denied knowing Kwon in front of ten members of the Europe Now Movement (PES), several of whom are now government ministers. However, records reportedly show that Spajić had multiple meetings with Kwon, despite his claims.
Montenegro’s Supreme Court ruled on a request for legal protection in Do Kwon’s case and referred the final decision on his extradition to the country’s Minister of Justice, Bojan Božović. Both South Korea and the United States have submitted requests for Kwon’s extradition, and the minister will now determine which country will receive him for criminal prosecution.
Do Kwon was arrested in Montenegro in March 2023 and faces legal action related to the collapse of Terra/Luna, a cryptocurrency project.
